Kubernetes: Deploy & Expose

Deploy the frontend team's app to the `dev` namespace and make it reachable.

Tasks

1. Create a namespace called dev.
2. Create a deployment frontend in dev using image nginx:1.27 with 3 replicas.
3. Expose frontend on port 80 as a NodePort service.
